Abstract: This work describes a new type of a phase shifter based on the recursive phase locked
loop (PLL) of the second order. This PLL is described by recursive equations. It
represents a new approach to PLL. Although this PLL can be used for different
applications, the main emphasis is given to the phase shifting of pulse rate. The region
of parameters for the stable system and the other analyses of PLL are made using the Z
transform approach. Computer simulations of PLL enable better insight into the PLL
properties and confirm the mathematical analyses too. The realization of PLL is
described. The oscilloscope picture of the input and output pulse rates, recorded on the
realized PLL is presented
