Abstract: Deployments of wireless networks have been accompanied by controversy linked to
concerns about possible effects on health. Delays in network deployments have been
observed in countries where there is significant organised opposition and regulatory
uncertainty. Countries with the most efficient regulatory environments for wireless
networks and devices form their policies around science based human exposure
standards, internationally harmonised compliance requirements, transparent
infrastructure planning guidelines, appropriate consultation processes and the existence
of an independent resolution body outside political influence. This paper will cover the
following: typical actual exposures from wireless networks and devices; summary of
the consensus scientific position; overview of regulatory approaches for wireless
networks and devices and effects of policy options to respond to public concern.
